Local Emergency Planning Committee (LEPC-3)

Important Update (7/1/21)
​On July 1, 2021 Vermont consolidated 13 separate Local Emergency Planning Committees (LEPCs) to one statewide LEPC to carry out the requirements of the Emergency Planning and Community Right-To-Know Act (EPCRA). The statewide LEPC will focus on identification of hazardous materials that pose a risk and evaluating the available resources for preparing and responding to a potential natural or manmade disaster that could result in the release of hazardous chemicals.
In July 2021, regional Local Emergency Planning Committees were replaced with one statewide Local Emergency Planning Committee. As noted in statute (Sec. 12. 20 V.S.A. § 6) the Emergency Management Division will establish Regional Emergency Management Committees (REMCs) which “shall coordinate emergency planning and preparedness activities to improve their regions’ ability to prepare for, respond to, and recover from all disasters.”
The Mount Ascutney Regional Commission will be managing and facilitating an REMC composed of representatives from each municipality in the region. ​

Unmanned Aircraft and Emergency Response Demonstration

On March 9, 2016, MARC and LEPC-3 hosted the UVM Spatial Analysis Lab. We now have some great aerial images and elevation information for a new road relocation site in Chester. It’s really interesting to see what a small Unmanned Aerial Vehicle (UAV) can capture in just 20 minutes of flying over a site. 

Public Safety Broadband Network

The Department of Public Safety has received a planning grant with the purpose of preparing for FirstNet. The FirstNet vision is to provide emergency responders with the first nationwide, high-speed, wireless broadband network dedicated to public safety. Vermont’s planning and outreach efforts have begun and are focused on working with first responders to gather feedback about unique communications challenges, coverage and capacity needs, and user requirements. Participation from Vermont’s first responder community will provide the critical inputs needed for Vermont’s participation in the national Public Safety Broadband Network.
