Unprecedented FEMA Hazard Mitigation Funding Available

Over $100 million is available to municipalities to help mitigate the impacts of future disasters. More information, including the full NOFO and Pre-Application form, is available at: vem.vermont.gov/funding/mitigation.

Applicants do NOT need to have damages from the July 2023 flooding.

For property owners seeking buyouts or elevations: Residential or commercial property owners should contact their municipal offices. Municipalities should contact [email protected] prior to March 29, 2024.

For municipalities with flood, infrastructure, and planning projects:Complete the Pre-Application Form by June 21, 2024.

Eligible project types include:

Natural resource projects such as floodplain restorations or dam removals

Infrastructure projects such as upsizing bridges or culverts

Floodproofing of municipal or commercial buildings

Road relocation, elevation, or soil stabilization

FEMA Recovery Assistance: DR4762 (December 18-19, 2023)

On March 2, a Federal disaster was declared (DR4762) for potential applicants in the counties of Essex, Lamoille, Orange, Orleans, Rutland, Windham, and Windsor. This disaster covers federal financial recovery assistance under the FEMA Public Assistance program such as road repairs/culverts/debris and emergency response. Flood Recovery: Public Assistance Subgrant Agreements 101

The work to recover from disasters like the two major flood events last summer can take a long time to complete, and the funding needed to pay for it can be challenging to manage. VLCT is holding a series of monthly meetings to support the municipal officials who are dealing with this recovery. Incident Period for Vermont Storms Amended

Incident Period for Vermont Storms Amended The incident period for the Vermont severe storms, flooding, landslides and mudslides has been amended. On September 19, 2023, FEMA announced that the incident period for the disaster declaration is now July 7, 2023, through and including July 21, 2023. This means that FEMA may provide assistance to survivors of the storms for damage caused during those dates (the “incident period”). Single Family Housing Grant Program

To help more Vermonters whose homes were damaged by the July floods, the USDA Single Family Housing Repair Grant program has revised the required economic designation to include ‘low income’ households.
